Frequently asked questions about buying property in downtown Rio
Can foreigners buy property in downtown Rio?
Yes. Foreigners, whether or not they live in Brazil, can buy urban property. You will need a Brazilian taxpayer number (CPF) and should follow specific steps to transfer the money into the country. The step-by-step is in our foreign investor guide.
Is downtown Rio safe to live in in 2026?
The perception of safety has been improving as more residents move in, an effect industry specialists attribute to the revitalization driven by Reviver Centro. Outside business hours, the choice of building (24-hour doorman, private security) matters more than in established residential neighborhoods.
What is the minimum price to buy property downtown today?
There are launches from about R$ 263,000, such as ARB26, with one-bedroom apartments from 26.94 m². Connect Square (R$ 279,000), Lumière (R$ 289,000) and Sete Full Week (R$ 297,000) also start below R$ 300,000 for the entry unit.
Do downtown buyers get an ITBI tax exemption?
It depends on the development. Law 8,104/2023 exempts from ITBI (Rio's 3% property transfer tax) the first buyer of units in buildings converted to residential use (or with a change of use), within the sectors defined by the law, for five years from October 2023. Ask the developer for written confirmation. Details in Reviver Centro: what it is and how it works.
Can I use FGTS to buy downtown?
FGTS is a Brazilian workers' savings fund, so it only applies to people with a formal job in Brazil. The national rules apply: it is for a home to live in, within the limits of the Housing Finance System, and generally cannot be used by someone who already owns a home in the same city.
Does downtown have good shops and services for residents?
It is adapting. Banks, pharmacies and some supermarkets already serve residents well, but neighborhood retail (bakeries, corner markets) is still taking shape as more people move in.
Is it better to buy off-plan or a finished unit downtown?
Buying off-plan usually means a lower entry price and captures appreciation until delivery, but you need to wait for construction. Buying a finished unit removes the wait, at a price closer to established market value.
Do downtown launches have parking?
It varies. Many compact studios downtown prioritize walking, light rail and subway access over parking, given the profile of their buyers. Check parking availability in each development's specification sheet.
What are the main risks of buying downtown?
A perception of safety still in transition after business hours, neighborhood retail still developing, tax benefits that vary by development, and the fact that it is a recent appreciation cycle, without the long track record of mature neighborhoods like Ipanema or Leblon.

Most questions about downtown come from an implicit comparison with other neighborhoods: "is it as safe as Ipanema?", "does it have shops like Botafogo?". The honest answer is: not yet, in some respects, but the area is moving fast in that direction, with monthly public data from Reviver Centro to prove it. Your decision should consider where the area is today and your tolerance for following that transition, not a direct comparison with mature neighborhoods.
