Reviver Centro in Rio de Janeiro: What It Is, How It Works and What Changed in 2026

Quick answer Reviver Centro is a City of Rio de Janeiro program (Complementary Law 229/2021, updated in 2023 and overhauled in 2026) that offers tax and zoning incentives to convert vacant office buildings in the historic downtown ("Centro") into housing. It has enabled 8,903 residential units since its launch (August 2026), and the first buyer of units in buildings converted to housing may be exempt from ITBI, the property transfer tax. In July 2026, Complementary Law 301/2026 changed the rules for new projects, with a transition period running until December 1, 2026 — so the benefits vary from one development to another.

If you have seen "Reviver Centro" in a new development ad and were left wondering what it actually means, this article is for you. Straight to the facts: what the program does, who benefits, what has already been delivered and what changed in 2026. Foreign buyers can purchase urban property in Brazil — a CPF (Brazilian tax ID) is required — so the incentives below apply to you as well.

The origin: Complementary Law 229/2021

Reviver Centro was created in 2021 in response to a visible problem: downtown Rio had (and still has, on a smaller scale) a large stock of empty or underused office buildings, many of them old and architecturally valuable, as well as abandoned or listed properties with no clear use. The law created tax and zoning incentives — and allowed new uses — to encourage converting these buildings into housing or mixed use.

In 2023 the program went through a first update, Reviver Centro II (Complementary Law 264/2023 and Law 8,104/2023), with new rules to make conversion even more attractive to developers and the ITBI exemption for the first buyer of converted units. From its creation to that update, the program had issued 49 permits and enabled 4,145 new residential units in the area.

The 2026 overhaul: what changed

On July 9, 2026, the City enacted Complementary Law 301/2026 (published on July 13), which reshapes the Reviver Centro incentive structure and creates the Praça Onze Maravilha Special Urban Interest Area (AEIU). The plan covers the Praça Onze, Cidade Nova and Catumbi area, 458,000 m², with R$ 1.7 billion in planned investment and about 37,000 new residential units projected over 20 years.

Among the practical changes for developers: the Operação Interligada is now reserved for conversion and retrofit projects (including street-level retail with active storefronts), and the system of discounts by sector of origin was replaced by a modulation based on the destination neighborhood. Paying the compensation to the City in installments over up to ten years, one of the economic attractions of the previous model, is no longer possible.

Transition rules: the December 1, 2026 deadline

The new law does not apply to everyone in the same way right away. Projects that already had a permit or an application filed by June 30, 2026 may keep the previous rules, provided the permit is issued by December 1, 2026. Municipal certificates issued by June 1, 2026 keep their benefits if the building potential is applied by December 31, 2027.

For buyers this has a direct consequence: two neighboring developments in downtown Rio may fall under different rules. You cannot assume that "every project in Centro has the same benefits" — you need to check which rule each development falls under.

💡 Expert summary
The detail many people miss: Reviver Centro is not a generic label — it is a specific set of laws that each development fits (or does not fit) differently, depending on the date of the process, the type of project (conversion, retrofit or new construction) and the receiving area involved. Before deciding on the basis of "ITBI exemption" or "Reviver benefit", confirm exactly which rule applies to the specific development you are evaluating.

Frequently asked questions about Reviver Centro

What is Reviver Centro?

It is a City of Rio de Janeiro program, created in 2021, that offers tax and zoning incentives to turn vacant office buildings and abandoned properties in downtown Rio into residential or mixed-use buildings.

Does Reviver Centro give a tax exemption to property buyers?

It can. Law 8,104/2023 (Reviver Centro II) exempts from ITBI (Rio's 3% property transfer tax) the first buyer of units in buildings converted to residential use or with a change of use, within the sectors defined by the law, for five years from its publication in October 2023. It is not automatic for every downtown launch: new construction and addresses outside those sectors may not qualify. Get written confirmation from the developer that the exemption applies to the specific development.

What changed in Reviver Centro in 2026?

Complementary Law 301/2026, of July 2026, reserved the Operação Interligada for conversion and retrofit projects, replaced discounts by sector of origin with a modulation based on the destination neighborhood, ended the ten-year installment option for the compensation and created the Praça Onze Maravilha special urban district.

Until when do the previous Reviver Centro rules apply?

Projects with a permit or an application filed by June 30, 2026 may keep the previous rules if the permit is issued by December 1, 2026. After that, the rules of Complementary Law 301/2026 apply.

Can foreigners buy a studio in a Reviver Centro development?

Yes. Foreigners can buy urban property in Brazil; a CPF (Brazilian tax ID) is required, and the purchase can be made through a power of attorney. The program incentives are tied to the development, not to the buyer's nationality.
